Xi'an Housing Policy Update
On November 19, 2022, Xi'an joined Chengdu in relaxing its housing purchase and sale restrictions. The Xi'an Leading Group for the Stable and Healthy Development of the Real Estate Market issued a notice that took effect immediately, aimed at supporting both rigid and improvement-oriented housing demand while attracting talent and entrepreneurship.
Key Policy Changes
- Non-Xi'an residents may purchase first-hand homes after obtaining a residence permit.
- Families with two or more children receive increased purchasing limits.
- Several peripheral areas were removed from the restricted purchase zone, including Lintong District, Shanglin Subdistrict in Fengdong New City, and certain non-restricted zones under the High-Tech Zone's administration.
Restricted Purchase Zones Remain
The following districts continue to fall under Xi'an's housing purchase restrictions: Xincheng, Beilin, Lianhu, Yanta, Baqiao, Weiyang, Chang'an, Fengdong New City (excluding Shanglin Subdistrict), the High-Tech Zone (excluding non-restricted areas), the Economic & Technological Development Zone, Qujiang New District, Chanba Ecological District, the Aerospace Base, and the International Port Zone.
Context
The move came just one day after Chengdu adjusted its own third-ring restricted purchase zones, signaling a broader trend among major western Chinese cities to ease housing market controls in late 2022. The policy adjustments reflect efforts to stabilize local real estate markets while accommodating population growth and family needs.
